Command, Control,
Coordination, Communication
From prevention and preparedness to response and post-incident assessment, C4 unifies data, roles, resources, and communication in one operational environment.
PANGAEA R&D is developing C4, an integrated crisis management and operational awareness platform designed for civil protection authorities, local governments, and critical infrastructure operators.
C4 supports the prevention, monitoring, and management of natural and technological hazards through a modern cloud-based SaaS environment, offering scalability, secure multi-user access, and flexible customization according to the operational needs of each organization.
What is C4
C4 is a digital operational ecosystem that combines incident command and incident management ICS (Incident Command System) /IMS (Incident Management Software), Common Operating Picture COP (Common Operating Picture), GIS (Geographic Information System), Copernicus satellite data, IoT sensors, unmanned aerial systems, mobile field applications, multi-channel alerting, and command center infrastructure.
It is not simply an incident logging tool, but a complete system for operational coordination, accountability, and rapid response.
Core Capabilities
Common Operating Picture (COP)
Brings together field data, geospatial information, incident flows, available resources, assignments, alerts, and operational actions into a shared dashboard, providing a clear and real-time view of the situation.
Incident Management & ICS
C4 incorporates structured incident management with digital logs, roles, workflows, action plans, decision tracking, and full audit trail functionality, strengthening traceability and accountability throughout the lifecycle of an incident.
IoT Sensors and Field Stations
C4 collects and processes real-time data from meteorological and environmental sensors, supporting early warning, monitoring of critical variables, and proactive mobilization.
Drone & Field Intelligence
Drone-generated data can be integrated into the platform for field situation assessment, incident mapping, and operational documentation during prevention, response, and post-event evaluation.
Multi-Channel Alerting & Communication
The platform supports SMS, email, push notifications, and two-way alerts, configurable by incident type, severity level, geographic area, and operational role, ensuring immediate, targeted, and traceable communication
Mobile & Offline-First Operation
Field applications enable data capture, photo and video uploads, task assignment, and synchronization with the central system, even in environments with limited connectivity.
Operational Continuity in the Field
A critical component of the solution is its integration with the Autonomous Mobile Operations Center (AMKE), which functions as an edge command node for COP visualization, secure communications, direct team coordination, and operational continuity even when fixed power or telecom infrastructure is unavailable
